You are required to drive with a license in Mexico, and your one from the U.S. is accepted when traveling throughout Mexico.

Car insurance policies in the United States can vary greatly. If you are planning on traveling, it is best to contact them to discuss options. However, if you have liability insurance then you will have to purchase Mexican car insurance or face the consequences. This is because United States liability coverage does not hold up in Mexico if you get into an accident.

Do I need Mexican car insurance? The short answer is yes. Your insurance, however, will not be valid the moment you complete the San Diego to Tijuana border crossing. Even if you are driving your own vehicle, having temporary Mexico auto insurance is not just a suggestion – it is a requirement.
